Job Description

  • Provide in-depth review and analysis of contract change proposals (CCPs), contract directives, and requests for equitable adjustments (REAs).
  • Develop activity steps, resource assignments, and completion schedules for contract change proposals and evaluation based on standardized Federal contracting and accounting requirements.
  • Assist the OCPD Director and EM-LA Senior Staff to clarify/confirm Contractor SOW details are sufficient for the independent government estimates.
  • Provide and coordinate subject-matter-expert (SME) analysis and assumptions to support technical evaluation and independent government estimates for proposed contract actions.
  • Provide and perform expert project analysis and program management analyses of the contractor’s overall proposal and supporting information for adequacy and whether the Contractor has complied with technical requirements.
  • Advise the OCPD Director and EM-LA Senior Staff on technical issues related to contract baseline changes and pending contract changes.
  • Review cost estimates associated with baseline change proposals and contract modifications from the prime contractor.
  • Validate cost estimate for reasonableness including stochastic to determinist costs as appropriate
  • Prepare Technical and Cost Analysis Report for submittal to OCPD Director and EM-LA Senior Staff.

 

 

Job Requirements

Bachelor’s degree in related field

15+ years’ Federal contract management

5+ years’ cost estimating experience

10+ years’ experience supporting a major Federal cleanup action.

 

Preferred:

Project Management Institute Project Management Professional Certification

DOE environmental remediation project experience

Knowledge of Federal Acquisition Regulations (FAR) requirements and processes.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
