Job Description

This position will be responsible for providing day-to-day support for the development and maintenance of our DOE-EM (EM-LA) clients Integrated Baseline Management System to document, maintain configuration control, and report on their Life Cycle Cost and Schedule Baseline (LCB). Activities include:

• Provide project management support including analysis of monthly Earned Value Management Systems (EVMS) performance data including scheduled variance, cost variance and the identification of trends.
• Provide cost and schedule impact analysis support and recommendations for performance improvement and impacts to the LCB.
• Prepare Primavera P6 schedules.
• Assist in the development, planning, and execution of approved Capital Asset Projects including Critical Decision approval documents, project execution plans, and integrated project team support.
• Provide high level of skilled technical/accounting, project analysis and program management to ensure budget control, accurate and timely contractor payments, and document review and control.
• Work with the accounting, budgeting services, purchasing, administrative services, and program management team.
• Provide routine and specialized financial reports to various departments.
• Advise the Program Manager/Lead Integrator on numerous matters, including contractual, performance and financial issues.
• Evaluate baseline change proposals for quality and completeness.
• Maintain the EM-LA Lifecycle Baseline.
• Participate in budget planning scenarios.

Job Requirements

• B.S. Degree in related field. An advanced degree is a plus.
• Must have minimum 20 years of project controller experience with specific experience managing multiple projects and budgets. Specific areas of knowledge include auditing invoices, baseline reviews, financial analysis of contract modifications, budget presentation and analysis, creation and maintenance of forecast and analysis tools. 
• Must have experience with project controls, COBRA earned value management system, and federal government accounting system experience working for Federal, Military, and commercial building construction and renovation projects.
• Must be familiar and have a working knowledge of DOE Orders, Cost Guides and DOE Order 413.3B.
• This job will require expert level knowledge in Primavera P6 Schedule Software as well as experience with Cobra and EVM.
• Must have experience with MS Excel, Access, and Word.
• Requires excellent oral and written communication skills, ability to work in groups and lead group projects.

Desired Experience:

• It is a plus if candidate has previous environmental remediation experience at DOE sites.
• Experience preparing or supporting government budgets and cost estimates.
• Project Management Institute – Project Management Profession Certification
