Job Description

The successful candidate shall provide expert-level Project Management support services to the DOE Niskayuna New York Field Office (DOE-NNY) in managing the DOE-EM and Naval Reactors (NR) remediation of contaminated excess facilities and environmental media at the Separations Process Research Unit (SPRU) located at Knolls Atomic Power Laboratory (KAPL) and the Kesselring (KS) Naval Nuclear Laboratory. Remediation activities include the characterization and removal of chemical and radiological contamination at the site, demolition of NR facilities, waste management, regulatory compliance, compliance with contract requirements, review of entitlement documentation, and other technical reviews and Project Management activities.

 

Specific responsibilities include:

  • Preparing meeting minutes/notes from project meetings or meetings with contractors 
  • Preparing comments and findings from review of design or regulatory documents prepared by others
  • Performing  technical evaluations of contractor proposals in support of the Designated Contracting Officer (DCO) and Federal Project Director (FPD)
  • Developing of Performance Work Statements
  • Preparing Project Management project status and performance reports
  • Developing Entitlements for contractor Request for Equitable Adjustments (REAs), Differing Site Conditions (DSCs) or other contractor requests
  • Performing other duties as assigned by the DCO or FPD

 

Job Requirements

  • Bachelor Degree in Engineering or related Physical Sciences and at least 10 years of directly applicable experience as a Federal Project Director, Project Manager or Project Engineer in DOE projects related to D&D, Naval Reactors nuclear operations, project management, contract management, or oversight.. 
  • Experience developing and implementing project management and control systems
  • Experience developing Performance Work Statements and developing related methodologies including detailed estimates of man-hours and indirect costs, formulation and development of the cost and schedule baselines, preparation of status reports, trends, schedules, milestones, etc.
  • Experience with project control services including task order processing, project tracking, preparation of status reports and analysis, reviewing and certifying the accuracy of travel/expense reports, invoices, and ensuring compliance with federal regulations.
  • Ability to work under limited supervision

 

Job Preferences

Project Management Professional (PMP) certification

Advanced Degree MS, MA, MBA

Previous DOE remediation experience

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
