Job Description

Performs Quality Assurance(QA) oversight through assessments (i.e., audits and surveillances) of all activities supporting WIPP compliance with environmental, safety, and health related regulatory requirements to verify all items and activities important to the long-term isolation of TRU waste in the WIPP are adequate, implemented, and effective. These items and activities include TRU waste characterization QA programs at all TRU waste generating sites and laboratories, including management of TRU waste generating site certification audits, WIPP facility operations on the surface and underground, TRU waste transportation including transportation carrier operations, and design, fabrication, maintenance and operation of NRC-licensed transportation packages, Federal facility operation and maintenance, deep geologic mining operations, environmental monitoring, TRU waste handling and emplacement; WIPP repository performance assessment; and TRU waste inventory tracking and management. Manages (i.e., plans, schedules, coordinates, and oversees) assessments of TRU waste generator sites for certification and recertification , inspections of design, fabrication, maintenance, and operation of NRC-licensed radioactive material transportation packages owned and/or operated by WIPP participants and TRU waste generating sites, quality assurance oversight audits, assessments of CBFO participant organizations such as the WIPP M&O contractor, the Los Alamos National Laboratory-Carlsbad Operations Office (LANL-CO), the Sandia National Laboratory-Carlsbad Program Group (SNL-CPG), and other organizations at various locations nationwide to evaluate program adequacy, implementation, and effectiveness. Validates audit assessment results, and oversees the corrective action process. Verifies and approves corrective actions for deficiencies identified at the TRU waste generating sites. Performs follow-up activities to assure corrective actions have been taken and are effective. Recommends stop work actions to the CBFO Director of the Office of Quality Assurance (OQA) when significant quality problems are identified. Serves as primary interface with NMED and EPA to resolve QA issues related to final audit reports associated with the WIPP HWFP for regulatory Inspections and other regulatory oversight assessments at the TRU waste generating sites, Including reviewing proposed modifications and providing interpretations of language in the HWFP. Provides and reviews documentation for EPA certification of WIPP and compliance with 40 CFR 191. Provides oversight of activities required by terms and conditions of WIPP compliance certification at TRU waste generator sites and the WIPP facility. Serves as QA interface with NRC for regulator inspections and other regulatory oversight. Serves as consultant and technical expert to the CBFO Office of the National TRU Program (ONTP), CBFO Office of Environmental Protection (OEP), CBFO Office of the Waste Isolation Pilot Plant (OWIPP), CBFO Office of Program Management (OPM), and CBFO Office of Business Operations (OBO) for QA program requirements and practices. Provides QA technical support to ONTP to develop waste characterization plans and procedures. Provides QA review and approval of TRU waste generating site program level documents and graded approach procedures to ensure all waste characterization and certification quality requirements are incorporated and comply with regulatory requirements. Provides QA technical support to all CBFO offices for program and procedure development and implementation. Participates in technical and programmatic meetings with CBFO participants to present inspection, surveillance, and audit findings; resolve problems; coordinate technical matters concerning quality assurance operations; and furnish guidance regarding DOE Orders, directives, and national standards such as the American Society of Mechanical Engineers (ASME) Nuclear Quality Assurance (NQA)-1, and the CBFO and WIPP QA program requirements. Provides information, suggestions, guidance, and direction for development and implementation of policies, plans, and procedures to assure quality products. Prepares detailed written reports and oral presentations for CBFO management, contractor management and TRU waste generating site management presenting findings, deficiencies, engineering evaluations, recommendations, required corrective actions and resolutions to significant quality assurance, safety, and environmental problems. Plans, develops, and revises CBFO Management Procedures and other QA implementing documents. Provides input and recommendations to the OQA Director for overall QA program direction and interpretation. Holds approval and/or concurrence authority for the TRU waste generating site QA plans.

 

Job Requirements

  • Bachelor’s degree in related field
  • 10+ years of quality assurance experience
  • Mastery of the full range of QA concepts, operating principles, and methodology applicable to experimental programs, construction activities, nuclear materials, and nuclear waste technology and TRU waste certification QA activities to verify effectiveness of work activities intended to satisfy regulatory requirements for isolation of nuclear waste from the environment.
  • Expert knowledge of organizational missions, objectives and procedures, the principles, theories, and techniques of QA/quality control (i.e., metrology and calibration systems, testing and inspection processes, welding, QA program management, safety management, software quality, statistical process control and trending, auditing) to serve as a senior level QA technical expert.
  • Utilizes technical expertise and broad experience in assigned program area in dealing with extremely broad and complex quality problems which are further complicated by such factors as the wide dispersion of organizations and activities involved, and the multiplicity of authorities, policies and controls. The results of problem research/study are incorporated into program directives covering new and innovative conceptual approaches, technologies, and methods for enhancing the assessment of quality performance, and identifying areas for improvement.
  • Comprehensive knowledge is required of recognized quality assurance standards, nuclear quality assurance standards (ASME NQA series), and DOE Orders.
  • Knowledge of management and leadership theory and techniques.
  • Ability to plan, facilitate, communicate, negotiate, achieve consensus and lead peers and other staff to successful attainment of mutual objectives.

 

Desired Experience

  • Previous or current Technical Qualification Program (TQP) qualification as a QA Specialist
  • Q-clearance

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
