E-TAS was formed and dedicated to support the Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) with technical and management services contributing to the safe and cost effective implementation of the “One PPPO” mission.

Job Description

 

  • Provide Technical review and comment on Ohio EPA regulatory work plans, design plans and drawings, regulatory required reports and regulatory permits, etc including but not limited to Clean Water Act, Clean Air Act, Resource Conservation Recovery Act and Toxic Substances Control Act.
  • Provide technical support and oversight to DOE on the FBP and PMA waste management programs, including but not limited to compliance with the RCRA Part B Permit and ARARS in CERCLA documents as well waste characterization, packaging, compliant storage, treatment, disposal and transportation activities.
  • General understanding of DOT regulations to support review of waste and nuclear material packaging for off-site shipment.
  • Ability to review monthly cost and schedule files in order to track progress of field activities.
  • Review of proposals to verify scope is in alignment with an RFP and identify issues associated with the cost and schedule.  Development of technical evaluation to document review and identify issues.
  • Provide DOE with daily assigned project oversight by monitoring and evaluating the onsite contractors’ requirements compliance and performance.
  • Conduct daily oversight through a combination of direct field observation and documentation verification, interviews of workers and management, attendance at various briefings and pre-job meetings or critiques, participation in drill and exercises, monitoring of training and participation in meetings.
  • Interact and work with DOE PPPO employees on a daily basis.
  • Ensure that DOE Regulatory and Waste Management personnel (as appropriate) and E-TAS Management are informed of critical site issues in timely manner.
  • Participate in the conduct of assessments and surveillances of contractor programs and activities to ensure compliance with requirements as needed to support waste management and regulatory programs.
  • Attend numerous project overview sessions with site contractors scheduled to perform work at the PORTS site to become familiar with various project scopes of work, planned execution methods, schedules, participants, and overall project objectives.
  • Perform additional assignments as required to ensure DOE, and E-TAS, mission success including on back shift, holidays, and weekends as required and directed.

 

Job Requirements

  • Bachelor's Degree from an accredited university in Engineering and/or 10 years equivalent experience in environmental regulatory compliance programs and waste regulations
  • Detailed knowledge of US EPA and Ohio EPA regulations for regulatory and waste management programs
  • Ability to effectively communicate with US EPA and Ohio EPA regulators during meeting and compliance inspections
  • Detailed knowledge of DOE operations, facility design, D&D, S&M, WM programs and Infrastructure and operations oversight
  • Experience with modifications and repairs of facilities
  • Knowledgeable of Microsoft Office Suite
  • Effective oral and written communication skills.
  • Ability to work independently or in a team environment
  • Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.

     

    Preferred Qualifications

     

  • Professional Engineer license or experience in related field
  • DOE experience
  • D&D, D&R or S&M project experience
  • Nuclear facility experience

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
