Job Description

The nature of these responsibilities will take the form of:

 

Prepare/Review of program schedules and interface with USACE personnel and/or clients to address issues,concerns and changes.

 

Review cost analyses/reports with the associated Cost Engineer/Consultant to assist management with the effective execution of projects.

 

The UAE and Jordan program will provide design and/or construction of facilities and infrastructure for UAE,and Jordan projects. The tasks will consist of facilities, concrete and paving,aircraft maintenance facilities along with supporting infrastructure.

 

The Contractor shall develop for approval the UAE, and Jordan Program Support &Control System (UPM&CS), including the UAE Performance Measurement Baseline(PMB) along with other duties

  1. The Contractor shall maintain UAE and Jordan Performance Measurement Baseline (PMB) through documented change control processes during the project lifecycle.

  2. The Contractor shall develop and maintain the UAE, Jordan, and Qatar Program Work Breakdown Structure (WBS).  The Work Breakdown Structure organizes and defines the Scope of Work, including USACE activities for contracting, project management, and Engineering reviews and support.  The Work Breakdown Structure (WBS) will utilize elements where necessary from past UAE AND JORDAN projects for historical data integrity as well as provide ground-work for integration with future programs.  A WBS Dictionary with scope statement and performance measurement technique for each terminal level work package (Level 5) is required and will be provided to USACE for review/input.  The performance measures focus primarily on the construction activities.  Program procurement measures will be incorporated if the contracting time frame permits.  The Contractor personnel will load and evaluate project cost (invoices) on a monthly basis or as directed by UAE and Jordan project manager. These must align to the work package level in the WBS (i.e. by individual building/feature or feature quantity). The Contractor will support communication/coordination with engineering-contractors and supply chain management and prepare UPM&CS control procedures as it relates to performing EVMS and maintaining the project baseline.

     

  3. The PMB is an integrated scope-schedule-cost plan for the project and the tool to manage project execution and measure performance.

     

  4. The UAE and Jordan Project Management & Control System (WBS/Dictionary/Estimates/Schedule) will be off-line to any USACE system but will facilitate updates to the P2 system and Mega Project reporting. USACE must provide P2 support to ensure the information in P2 is integrated with the UPM&CS (i.e. milestones in both P2 and UPM&CS-PMB). Monthly updates to P2 will be performed by USACE staff for the duration of this task.

 

Baseline Cost Estimates

  1. Any on-going and/or future estimating efforts will be based on the Work Breakdown Structure. The source for resource loading of the PMB will be the estimates based on detailed design or Construction contractor baseline submittals. Lack of detailed design estimates will result in the use of the ROM estimate or a contractor-provided estimate.

     

    Baseline Resource Loaded Schedule

  1. The schedule must align with the WBS so the performance measurement, resource loading and reporting are integrated. The Winchester-based scheduling support is required to provide detailed Primavera 6 (P6) schedule development along with appropriate coding. The Scheduler will work with USACE/contractors to establish and integrate electronic progressing of the schedule. Once the PMB is established, the Project Manager II will update the draft procedures and establish target and baseline schedules for the USACE UAE and Jordan project manager. The Project Manager II will be required through program completion to support PMB maintenance due to change control/ modification, monitor progress input from contractors and ensure the baseline/target, current schedules, and backups are available. The PMB shall be developed and maintained on the Contractor computer and will be transferred to USACE computer by USACE employees.

     

  1. Position shall provide:

    a)   Baseline development & review of performance of all project activities for recommendations to MED project manager

     

  1. Change control execution and contingency usage

     

  2. Project performance analysis and reporting, and review of schedule performance of project activities.

     

  3. Perform resource and staffing analyses on the UAE and Jordan project schedule

     

  1. Planning & scope review as it relates to maintaining the project baseline for performing and executing Earn Value Performance Management on the UAE and Jordan program.

     

    a)   Work closely with assigned Project Delivery Team (PDT) and identify resources and time requirements by reviewing scope of work, and related documents.

     

    b)  Develop and maintain an established system to show the hierarchy   of plans and schedules.

     

  2. Scheduling

     

  1. Perform schedule control, progress measurement / reporting, scheduling and recommend corrective action.

     

    b)  Review, in detail, the performing Construction contractor project schedule, including monthly updates, with findings, analysis, and recommendations prepared for the Project Manager’s information. Determine critical aspects and activities of the project that will require the attention/action of the Project Manager and performing construction contractor.

     

  1. Provide schedule reports for PRISM import (if performance reporting is funded) that provide essential status information relating to schedule, cost, EVM metric, and performance data.  Analysis is to include reports which analyze, evaluate, forecast, and report schedule status against an established baseline. Execute schedule change management process and approve changes.

     

  2.  Assess the impact(s) of design/construction changes and schedule slippages.  Provide guidance, direction, and specialized assistance for the resolution of difficult and complex scheduling and control problems.  Accumulates and accesses historical data, such as schedule activity duration metrics, construction commodity, equipment installation/production metrics, and performance experience for use in maintaining a realistic basis for future planning and forecasting. 

 

  1. Interface with the responsible project personnel to obtain periodic status updates of budget forecasts and schedule.

     

  1. Control, Earned Value Analysis & Management, & Project Reporting

     

  1. Perform cost control / management, cost reporting, forecasting; and recommended corrective action.

     

  2. Review, in detail the performing Design/Construction contractor input to the cost performance reports, including monthly updates, with findings, analysis, and recommendations prepared for the Project Manager’s information. Determine critical aspects and cost elements of the project that will require the attention/action of the Project Manager and performing construction contractor.

     

  3. Create reports from UAE and Jordan Earned Value Management, Project Control, and Enterprise Resource Planning systems, which provide essential status information relating to cost, man-hour, EVM metric and fiscal data.  Utilize capability to pull data from unlike system and non-system sources into a coherent database. Analysis is to include reports, which analyze, evaluate, forecast, and report cost and performance status against an established baseline.

     

  4. Coordinate/work with MED Project Managers to develop forecast of independent Estimate to Complete (ETC) and Estimate at Completion (EAC).

     

  5. Track and report project costs and provide financial support to the USACE Project Manager for Program Status Review meetings with MED and USACE HQ organizations.

     

  6. Assess the cost impact(s) of design/construction changes and monitor status of available project contingency and MED management reserve funds.  Provide recommendations and corrective actions for the PM’s information.

     

  7. Interface with the responsible project performing construction personnel to obtain periodic status updates of budget forecasts and schedule

     

  1. Commercial cost processor reporting software must be available to utilize EVM in the UPM&CS. Perform on-site, monthly uploading of schedule progress and financial data into the cost processor, educate staff of processes governing the PMB, maintain documents (WBS/Dictionary/procedures related to EVMS) impacted by process improvement or program change control/modification, manage and coordinate the change control process, interface with finance and accounting on budget/issue reconciliation, maintain a cross-walk from CEFMS charge codes to WBS elements and/or sub-elements, support development of task analysis for in-house departmental support to the UAE and Jordan Program, test the reporting system, distribute draft reports for input from the Project Managers and collect all input to finalize performance reports. The monthly reports will be distributed/posted, change logs maintained, and data archived.

 

  1.    Work with UAE AND JORDAN Project Manager to close out activities

 

Job Requirements

B.S. Degree in related field. An advanced degree is a plus.

Must have minimum 5 years of project controls,scheduling, cost estimating, cost analyst experience with specific experience managing multiple projects and budgets. Specific areas of knowledge include auditing invoices, baseline reviews, financial analysis of contract modifications, budget presentation and analysis, creation and maintenance of forecast and analysis tools. 

Must have experience with project controls, earned value management system, and federal government accounting system experience working for Federal, Military, and commercial building construction and renovation projects.

This job will require the use of Primavera P6 Software, Microsoft Word, Powerpoint, Excel and Access.

Must be a citizen of the United States.

Must possess a valid U.S. Passport.

Must be willing to travel OCONUS up to eight times during a two year period, plus each trip bring a total of 7 days.

Requires excellent oral and written communication skills, ability to work in groups and lead group projects.
