Essential Duties:

Responds to emergency and ad-hoc requirements for TSP operational activities. Reports on the status of all TSP operational activities to appropriate federal oversight. Submits formal reports of TSP operational activities within 15 business days of service completion. Prepares and submits quarterly metrics IAW DOE O 470.6 and TSP PMO guidelines within 15 business days after the end of the quarter. Coordinates and arranges site-specific training of TSCM Technicians to meet all local occupational, safety, and health requirements. Prepares written correspondence and after actionreports to include TSCM inspection findings and recommendations reports, analytical reports, technical security awareness briefings, technical briefings, and vulnerability reports. Conducts analysis of complex technical, surveillance, counter- surveillance, surveillance detection or other technical vulnerabilities. Maintains an active DOE TSCM Technicians Certification IAW DOE 470.6. Ensures all TSCM Technicians maintain proficiency in accordance with the minimum standards set forth in DOE O 470.6. In coordination with the TSPM, identifies training needs to ensure the maintenance of knowledge, skills, and abilities required for each TSCM Technician. Designates a TSCM Team Chief for each service. Ensures the TSCM Team Chief is qualified to lead the team in the conduct of all facets of a service. Catalogs and digitally maintains all local TSP reporting, equipment records, operational plans, training records, and other correspondence and documentation related to local TSCM activities in a secure digital format. Establishes and documents a comprehensive maintenance program for all assigned TSCM equipment to ensure that each item is maintained in accordance with manufacturer’s recommendations. Ensures all TSCM services are conducted in accordance with the classified TSCM Annex to this chapter, the Security Policy Board Procedural Guides 1, 2, and 3, and other NNSA or DOE policies. Develops an annual schedule of TSP operations IAW DOE O 470.6 for submission to local federal oversight or the TSPM as required. Makes recommendations on the priority of TSP operations according to site-specific requirements and threat information. Makes recommendations of TSCM technician candidates for initial certification as certified TSCM Technicians and of existing technician for recertification to the TSCMPM. Ensures 100% inventory and maintenance and calibration of TSP Equipment, in accordance with NNSA TSP procedures and manufacturer’s recommendations.

Qualifications:

A bachelor’s degree in a relevant field may be substituted for 4 years of experience, relevant experience must be in signals analysis, physical security, TEMPEST, electrical/electronics, technical surveillance countermeasures, telecommunications, wireless security, cybersecurity, or information assurance.
12 years of relevant experience, at least 5 years performing instrumented TSCM services, and at least 3 years managing and directing instrumented TSCM services
Graduate of Interagency Training Center (ITC) TSCM Fundamentals Course
Either an active DOE Q, or TS clearance, or a favorably adjudicated Tier V personnel security background investigation and current SCI eligibility.

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
