The Management Analyst duties consist of projects and studies that require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Decisions about how to proceed in planning, organizing and conducting studies are complicated by conflicting program goals and objectives

The Management Analyst uses judgment and discretion in interpreting and revising existing policy/regulatory guidance. Some assignments may involve the review of proposed regulations which would significantly change the basic character of programs and/or the way the organization conducts its business with the public or with private industry.

 

Job Description

Keeps the Office of Business Operations (OBO) Director informed of all controversial issues and significant problems.

Coordinates issues concerning high priority matters on short notice under constantly changing conditions; identifying, researching and resolving conflicting information.

Communicates the OBO Director’s objectives and priorities to all EM-LA staff members.

Provides expertise on issues and possesses a comprehensive knowledge of departmental programs and procedures.

Coordinates and tracks activities outlined by the OBO Director or her immediate staff.

Develops new methods and processes for efficiently managing the daily flow of office work.

Serves as the  office focal point on CONCUR, ATAAPS, CHRIS and other systems.

Maintains OBO staffing matrix and assists with graphical representation of resource allocation.

Evaluates data from a variety of sources to make recommendations and suggestions to OBO Director.

Plans and supports committees, symposia, conferences, or workshops in accordance with DOE and federal regulations.

Designs, develops and maintains agendas, schedules, action item trackers, calendars, activity reports and work activities.

Prepares, maintains, modifies, and files multitude of written communication documents including letters, memorandums, policies, plans, and procedures.

Prepares charts, graphs, and narrative information for management or program analysis reports from material provided by higher level employees.

Shares information through presentations or written reports detailing where improvements can be made.

Participates and supports external and internal audits, reviews and assessments.

Supports activities related to all commitments and automated office system support needs of the organization.

Advises staff within the EM-LA Work Groups when process issues are unclear or require clarification of program and policy issues.

Ensures the quality of information in the electronic Document Online. Correspondence and Collaboration System (eDOCS).

Performs special studies and/or projects, initiated independently or at the request of the Director of Business Operations, regarding any phase of the EM-LA program.

Prepares reports and position papers with recommendations concerning urgent and highly sensitive matters of particular concern and interest to the OBO Director.

Provide support for maintaining the EM-LA training program for Federal and support service personnel.

 

Job Requirements

3+ years’ experience in administrative/management/analyst discipline

Specialized experience in Federal administrative processes

Specialized experience in Federal systems

 

Preferred Skills

Manage administrative functions of office by organizing office operations, controlling correspondence, supporting records management, and assigning and monitoring office functions.

Knowledge of Microsoft Suite calendar creation, meeting activities, including meeting set up and minute disposition and distribution, agenda creation, conference room set-ups, AV and conference call equipment, shared information systems, records management, on-boarding and off-boarding personnel; to include collecting I-9’s, W-4’s, employee data forms, badging, security clearance process, CONCUR travel system, eDOCS, and procurement processes

Skill in action item tracking, status and closure, organization chart updates, distribution list updates, provide reminders and updates.

Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness and organizational productivity.

Skill in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve work operations in a program or support setting

Ability to adjust to changing priorities and work well under pressure with adaptive and flexible work style.

Ability to prepare a variety of written correspondence for signature by senior management and/or distribution at the management and senior management level.

Ability to communicate orally and in writing for presenting findings, conducting studies and presentations.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
