Job Description

This position will be responsible for providing cost-estimating expertise to support our DOE-EM (EM-LA) client. Estimating efforts will include the review of cost estimates associated with BCPs and contract modifications from the DOE cleanup contractor(s). Reviews will validate the contractor’s estimates for cost reasonableness. The cost estimator will also validate the Life Cycle Baseline (LCB) cost estimates for reasonableness ranging from stochastic to determinist costs as appropriate. The cost estimator will also support the annual Environmental Liabilities calculations for the program. The position will be responsible for the development of processes and procedures to ensure consistency for all estimating efforts and provide clarity on means and methods to be used. These activities include but are not limited to:

  • Creation of a EM-LA program specific labor cost library
  • Creation of the DOE Prime Contractor specific direct cost library
  • Develop desk top instructions for the development of Independent Cost Estimates for EM-LA specific projects, including flow charts for the process and identification of estimate request information
  • Develop estimate tracking information and metrics collection documentation standards
  • Develop definitions and instructions on the methodology and use of estimate indirect costs (e.g. escalation, fee’s, overheads, contingency)

Job Requirements

  • B.S. Degree in related field and 15 years of cost estimating experience.
  • Or an advanced degree in related field with 10 years of cost estimating experience. 
  • Certified Cost Estimating credential.
  • Must be familiar and have a working knowledge of DOE Orders Cost Guides and DOE Order 413.3B.
  • Must have experience with estimating software such as Micro Computer Aided Cost Estimating System (MCACES) second generation (MII), Timberline, Success, or other estimating software. In addition must have experience with MS Excel, Access, and Word.
  • Requires excellent oral and written communication skills, ability to work in groups and lead group projects.

Desired Experience:

  • It is a plus if candidate has previous project history at Department of Energy sites.
  • Active or inactive, within two years, Department of Energy “L” or “Q” Clearance

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
