Technical Surveillance Countermeasures

Job Description

Under minimal direction, will perform Technical Surveillance Countermeasures (TSCM) surveys and inspections, monitor radio frequency signals, and perform a wide variety of physical/technical security related functions as Los Alamos National Laboratory (LANL), Los Alamos Site Office, to include primary and subcontractors.  Will interact with all levels of personnel and program managers at LANL, other DOE facilities and outside agencies.


Essential Duties and Responsibilities:

  • Schedule and perform Technical Surveillance Countermeasures (TSCM) surveys, inspections, monitor radio frequency signals and perform other related activities in accordance with DOE Orders and Procedural Manual, Intelligence Community Guidelines, Federal Training Facility procedures, and federal/state law. 
  • Provide pre-construction advice and assistance on numerous sensitive/classified facilities/projects/issues for SNL and other DOE facilities. 
  • Conduct TSCM Threat and Awareness briefings to Lab management and general Lab personnel. 
  • Analyze all voice and data communications schemes, systems, circuits, and equipment for susceptibility to interception and compromise. 
  • Conduct initial laboratory analyses and/or evaluations of any suspect surveillance device discovered, and coordinate with DOE as appropriate. 
  • Research new methods of clandestine technical surveillance and develop and apply methods to detect or prevent their application against DOE facilities. 
  • Prepare detailed and informative reports on physical/technical security activities. 
  • Maintain TSCM activity record to include equipment, training, and reference files. 
  • Additionally, must be capable of working in small, enclosed locations, climbing and working at heights, lifting and carrying loads of at least 50 lbs., distinguishing between colors, maintaining vision (corrected or uncorrected) of at least 20/40, and hearing (corrected or uncorrected) over the audio frequency range with any loss not to exceed and average of 30 dB, with the loss at any one frequency not greater than 40 decibel


Position Requirements

  • BS Degree in Electronics or equivalent combination of education and 10+ years experience in electronics with extensive radio frequency/signals intelligence background, counterintelligence, security countermeasures, and/or access systems operations and management.
  • Experience conducting analyses and making independent decisions regarding a variety of technical security problems. 
  • Demonstrated effective written and verbal communications skills to include the ability to provide oral presentations and written reports.
  • Experience working in multidisciplinary environment with all levels of personnel. 
  • Proficiency with personal computer, spreadsheet, and word processing.
  • Occasional travel is required. 
  • Must possess Federal Technical Surveillance Countermeasures training and Certification (Interagency Training Center, Military, or Department of Energy).
  • Active Q or TS/SCI clearance, or the ability to obtain a DOE Q w/SCI.



  • Extensive knowledge of wireless telecommunication devices and/or wireless computer networks, RF analysis, electronic test and measurement equipment, acoustics, intrusion detection system, and locks and locking devices.
  • Demonstrated innovation or creativity in solving telecommunication security problems. 
  • Extensive knowledge of Laboratory organizational structure policies and procedures.
  • Extensive knowledge and proficiency with hand and power tools. 
  • Extensive experience performing Technical Surveillance Countermeasures (TSCM) surveys, inspections, monitoring radio frequency signals, and other related activities.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
