Job Description

Working as part of a USACE Project Delivery Team (PDT) provide project management support commensurate with the USACE’s standard procedures for the management of Mega projects.
The Candidate will support baseline development, review the performance associated with all project activities, change control execution and develop reports and recommendations to the PDT Manager.
Additional support consists of risk analysis of the project cost estimates and project schedules, coordination of all project value-engineering initiatives and the development of recommendations to the PDT manager. 
The Candidate will perform resource and staffing analyses on the project schedule and make recommendations to the PDT Manager, support coordination with external projects, and perform required reviews.
The successful candidate will provide engineering management support for infrastructure projects associated with Foreign Military Sales.
The assignment involves the design and construction of infrastructure requirements in Qatar for the SHIELD 5 missile system at seven (7) sites. 
All sites are being built from the ground up to include equipment systems, related facilities (tactical facilities) along with non-tactical facilities which will support the equipment systems (i.e. barracks, DFACS, HQs, etc.)
.
Specific duties include require the candidate to:
Coordinate and assist the Project Team with Qatar FMS project management, design, and construction related issues, and interface with USACE personnel and/or clients to address issues, concerns and changes.
Develop and maintain documents as required per the Project Management Business Process Manual.
Prepare presentations for reporting to various stakeholders.
Assist with the preparation of labor hour estimates and material cost estimates.Participate in the input, review, and analysis for the Qatar Program Management & Control System (QPM&CS), including the Qatar Performance Measurement Baseline (PMB) along with other Project Management duties.
Support review and update of the USACE Systems (P2/RMS).
Effectively manage tasks to achieve quality products including managing the design review process to minimize impacts to the project schedules.  
This requires the candidate to t
rack design submittals making sure they are on time, complete, and distributed to all appropriate reviewers to minimize impacts to project cost and schedule. Coordinate design reviews using Dr Checks and manage the design review process to maintain schedules. 
After completion of design reviews, evaluate review comments, lead on-board review meetings to support MED as necessary and facilitate the resolution of any design issues related to the all over baseline cost estimate and schedule.
Ensure all review comments are satisfactorily addressed prior to design completion. 
Brief project team as necessary on project status.Support the Government design manager in the Development and maintenance of accurate budgets reflecting all facets of the project. 
Review assigned invoices and make recommendations regarding payment of invoices. 
Provide support to USACE personnel in the Use Corps of Engineers Financial Management System (CEFMS) as appropriate.
Interfaces with the responsible AE/Construction personnel to obtain and review submittals and periodic status updates.
The Contractor will review the material management and expediting systems utilized by the AE/Construction contractor. 
Assess the impact(s) of design/construction changes and schedule slippages. 
Provide guidance, direction, and specialized assistance for the resolution of difficult and complex project problems. 
Accumulates and accesses historical data to improve project execution.
Support the management of design by effectively coordinating issues to minimize project impacts. 
Support the Government design manager at regularly scheduled meetings with ideas and solutions, not just problem identification.
Support the MED project manager at project review meetings and conferences.
Provide technical support and guidance on design related issues that impact project cost and schedule.
Prepare a Design Management Plan (DMP) that includes Quality Assurance activity planning relate to maintaining and project cost and schedule.
Support the development of project management plans when needed.
Develop an Issue Tracking System, as a chapter in the DMP, which identifies the issue, who initiated it, who is responsible to close it, date of initiation, date of close, priority, and impact if not achieved. 
The system shall toggle open to closed issues, so that ah historic record of issues and issue management will be maintained.
Prepare weekly, monthly, and quarterly Design Management “dashboard” reports, with appropriate level of detail back up and present the reports at regularly scheduled weekly, monthly, and quarterly review meetings.
Prepare project briefings as required.
Review project schedules and interface with USACE personnel and/or clients to address issues, concerns and changes.
Review cost analyses/reports to assist management with the effective execution of projects.
Control project scope and implement change control as required.
Understand and help to manage risk items that relate to project elements.

 

Job Requirements

Candidates shall consist of qualified personnel with bachelor’s of engineering or science degree.

5 years minimum experience in project management, engineering/architectural design, or construction experience on complex projects preferably with the USACE.  Extensive experience and capability using Microsoft Word, PowerPoint, Excel, and Adobe.  

Preferred

Candidates with registrations will be given preferential consideration: e.g. PE, PMP

DOD Secret or higher level clearance but not required

Experience with USACE systems for project management; quality assurance and financial management

Experience utilizing USACE Systems (P2/RMS)

OCONUS Construction Management and Engineering experience

 

Duration:
Direct Hire: full time, permanent

 

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
